The Anambra State Government has issued a stern warning to individuals and groups against the public distribution of alms and gifts to destitutes, especially within the Awka Capital Territory. The move is aimed at curbing disorderly conduct and promoting a more structured and safe approach to charity.
This directive was contained in a statement released by the Managing Director of the Awka Capital Territory Development Authority (ACTDA), Mr. Ossy Onuko, on Wednesday, May 15, 2025.
According to the statement, charitable gestures—including the giving of food, drinks, money, and other items—must henceforth be channeled through recognized institutions such as registered non-governmental organizations (NGOs), orphanages, care homes, or conducted within private spaces that do not pose a public nuisance.
Mr. Onuko emphasized that anyone found distributing alms in public areas within the capital territory will be regarded as encouraging civil disorder and will face prosecution under relevant laws.
The ACTDA particularly criticized the activities of some philanthropists and social media content creators who have turned open spaces—especially areas like the Aroma Flyover—into hotspots for indiscriminate giving. The agency noted that these activities, though well-intentioned, have led to a growing congregation of vulnerable children, exposing them to road hazards, exploitation, and recruitment into criminal groups.
“These acts, while noble in motive, are counterproductive. They not only deface our capital city but also endanger the lives of the very individuals they seek to help,” Onuko said.
He called on all well-meaning citizens, organizations, and philanthropists to support the government’s efforts in maintaining order, cleanliness, and dignity within the state capital.
The ACTDA reaffirmed its commitment to the safety and orderly development of Awka and urged the public to cooperate by supporting structured, law-abiding charitable initiatives.
