The Police Service Commission (PSC) has begun the full migration from the Annual Performance Evaluation Reports (APER) to the modern Performance Management System (PMS), a transformative step aimed at promoting accountability, fairness, and efficiency in public service delivery.
Declaring a two-day training programme open on Wednesday, 27th August 2025, in Abuja, the PSC Chairman, DIG Hashimu Argungu (Rtd), mni, described the APER as “obsolete and grossly defective,” noting that it failed to provide an objective framework for assessing competence and performance.
Argungu said the PMS will close loopholes that allowed favouritism and manipulation, ensuring that staff evaluations are based on merit, clear performance indicators, and continuous monitoring.
He urged participants to take the training seriously, emphasizing that the Commission remains committed to building a results-driven workforce that meets the demands of modern governance.
The Chairman also expressed gratitude to the Head of the Civil Service of the Federation for deploying experts to facilitate the training sessions.
Speaking during the event, Director of Human Resource Management, Aminu Malumfashi, said the PMS marks a “transformational shift” from the APER system, offering continuous engagement, real-time feedback, and performance tracking throughout the year.
“The PMS is not just a technical framework; it is a culture shift,” Malumfashi noted. “It aligns individual performance with organizational goals, promotes fairness and transparency, and ultimately improves service delivery to Nigerians.”
The training covers key topics such as Understanding MDAs’ Performance Management System (MPMS), Job Objective Setting, Key Result Areas (KRAs), Key Performance Indicators (KPIs), and the Dynamics of Cascading MDAs Deliverables Across All Levels of Accountability.
